It seems like in this comment you are referring to the process of miner (and other) signaling/activation. If so that will greatly confuse the explanation.

Bitcoin soft fork rule support are signalled with a 32-bit sequence in the block version field, with each of the first 29 bits each representing support for a given BIP.

This topic is narrow, explaining only the verify() command and the effect of forks on it. The effect of signaling and activation is not felt until you start working with libbitcoin-blockchain.
