Can I make a segwit transaction that has an output that does NOT match the P2WPKH pkscript pattern (which is 0x0014{20-byte-key-hash}) and also does NOT match the P2WSH pkscript pattern (which is 0x0020{32-byte-hash}), BUT still contains witness data - would a transaction with such an output be relayed?
(in other words, a "null-data segwit output")
