@Alex as Eric said the goal is to have all necessary changes upstream before the v4 release. The biggest and most pervasive change is the parametrization of the constants of which the last remaining PRs are currently in review. What's left are some minor cleanups and the implemenation of the hard forks themselves. I'm expecting to progress there faster because the changes will only affect two repos which cuts down compilation and local testing time a lot.
