Libbitcoin does not store the transaction pool in RAM. Validated transactions are stored on "disk". Given the disk is file-mapped memory, txs may be memory-resident depending on operating system behavior and available resources. Version 4 will use a metadata graph for generation of block templates, but this is not a tx mempool.
