the observed behaviour is as follows: 1. start regtest bitcoind 2. start libbitcoin node, with a peer config pointing at the regtest bitcoind (v16+) 3. generate 1 block using the CLI tool for bitcoind expected: libbitcoin logs receival of a block and stores it observed: block is rejected and requested again, and rejected and requested again ad infinitum
