I think your test doesn't test the backend suifficient. It only test the normalization in some cases and makes implicitly assumptions. Not sure, but I believe the main problem of the normalization problem is the missing icu backend. I'm not convinced to be possible to use normalization correctly without icu. And I don't know why icu is missing on windows. maybe the stackoverflow solution will help (some missing libs). I don't know.

The test only intends to verify the linkage, to avoid the boost silent failure.
