@Mlmikael libbitcoin already has base32 encode/decode, so that should help (in src/format). I would think bech32 support would be an extension of src/wallet/payment_address. But in truth, I wouldn't worry about these details as much up front. If you have a working PR, any of us are happy to review and move things around if needed too
