I am not convinced it can be a big challenge. I think at first it is important to know the right icu version we can use to build with all vc++ platforms (vs 2013, 2015, 2017). If there is no such version, we have to use different versions depending on platform. After that the boost locale can be build with icu for the appropriate platform. At the end nuget packets can be prepared ant the end user (someone who is building on windows) will not notice any difference :). And of course it would be nice to have something like optional build (like secp256k1) without nuget, for transparency. LocaleWithIcu.import.props or something like that. That is what my naive imagination looks like. On the other side, boost locale with icu maintained by Sergey Shandar would make it easier for us. Anyway, it would be best if @pmienk could evaluate it.
