A fyi I entered into a world of pain getting hunter to compile boost_locale with ICU, I would recommend looking at conan or vcpkg. vcpkg have dedicated boost packages for boost+icu. The reason being seems that boost and ICU do not play well together in package managers and really boost+icu needs to be considered a completely different library from vanilla boost.
