I don't think generating this package description would be a smart idea, it already needs to work around shortcomings in either autotools or CMake (both the tool and libbitcoin's build files) and those you should not generate imho. Yes, a generated packaging description could work, but it's directly dependent on the other build systems, meaning any change needs both to change together, not doing so possibly leading to build failures and more questions 😜
