I haven't been following Dash that much, but as far as I know the issuance remained the same, which was based on the X11 mining algo, released as Darkcoin, which gave the instaminer's (presumably Evan the 'founder') a massive amount of funds to work with. Of course PoS and masternodes were his later invention.
