Why is the scriptsig field when spending p2sh-pwpkh input prefixed twice with a data push?

I thought it was supposed to be ”0x160014<pkh>”

But looking at a bitcoin core transaction it’s actually ”0x17160014<pkh>” why is that? Something to do with bip16?
