Bitcoin is a tree index of headers, and blocks are indexes of txs per header. The data all has two levels of validation. Static validation is structural, and independent of any external state. Contextual validation is relations to other elements. The tree can be built with static and limited contextual validation (blocks to each other and txs to blocks). This relies on work to give storage a cost.
