As for query consistency, I'm not sure I follow your questions. Any tx or block can be queries by hash, confirmed or otherwise. Txs and blocks include a confirmation state that implies they are in the current strong chain, or not, and at what height. Height implies confirmation. Payments are indexed only against the strong chain. Upon reorg, all deconfirmed payments are deindexed.
