I noticed that there are a few class C networks that repeatedly connect and disconnect with various user agents from various hosts on the class C. Since one may want to white/blacklist subnets, I've added CIDR notation to the config::authority class. https://en.wikipedia.org/wiki/Classless_Inter-Domain_Routing#CIDR_notation
