Completed a refactor of chain_state to simplify a bit, including integration with chain::header validation. Moved its initial population from the store into the database query engine (from where it was in the blockchain repo). Wrote some tests and integrated it into node::protocol_header_in. Now have full contextual header validation. Still under 30 secs to obtain, validate, store, and index as candidate each header in the strong header chain.
