That means caching and working off of live data as it is downloaded, which means maintaining a modest download window. That's all within design parameters. The fallback of querying off the store remains reasonable, just not highest performance - so the design is really just caching with failover. It will remain possible to populate the entire store very quickly and validate/confirm slowly.
