The average cost is 2 seconds per 100,000 transactions - to reconstitute the deserialized tx. Note that when emitting txs for a wire-serialized response, there is no need to perform this reconstitution. They can instead be read from disk directly into wire format, which should be a material performance boost for those scenarios.
