The deviation tracking is set to a limit of 1.5 sd below the norm. This leads the total speed to accelerate from 200mpbs to 940mps gradually over the course of about 1 minute as slower channels are dropped. Once the peers no longer have work they are dropped from the calculation, and when it reduces below three peers a channel can no longer be dropped (due to lack of deviation). By eventually shifting work among peers until there are only 2 blocks remaining this will be fully optimized.
