Given set (of tx hashes) with length s, where:
- p is non-negative
- s is even
- s - 2^p is odd and >1 [fill]
- s - 2^n is even for all n=0..p-1 where p>0 [no fill]
- T is hash tuple length 2^p in set
- If T is repeated once at end of set then set is mutable
