This allows us to safely implement complex but reasonable/optimal things. For example, the data model requires that each tx be associated to its confirming block header. This must be implemented in order as it is relied upon when confirmability queries are executed. However, when under checkpoint/milestone (validation/confirmation bypass) these associations can be written for all blocks under bypass as they are downloaded (out of order). As there are 1 billion txs, this is a material optimization. About 10 minutes over a full 65 minute run (would otherwise be 75 minutes).
