Does Libbitcoin have a fixed number of outbound peers that it tries to maintain like Bitcoin Core?

Yes, the default is 100 and that's what I've been benchmarking with. Headers are competitively downloaded from all, and then peer performance is managed for download across the set using standard deviation. We will probably allow the count to vary based on whether the node is current or not (and ideally based on more robust perf measurement), but presently it is fixed via config.
