I found that the stall in the linux runs is temporary, apparently at the end of each download window. It completed overnight. I'm also not seeing any entries in the event log. But by setting maximum_concurrency = 0 (full download concurrency) the run does not appear to stall. Hard to tell speed without the events, but I'll at least get a ballpark completion time.
