Actually the compact filters would not be accessed like hashmap heads, they are more like the prevouts cash, which is accumulated with location (ie relative to the concurrency window) and would be read similarly. They can be block-associated using an array map as opposed to a hash map (I need to do this for the txs table as well, already done for the prevouts cache). This eliminates arbitrary paging to obtain the filter, just direct access from the header pk in an array head.
