Here's a much better representation of the false positive rate over the entire range of the chain as it grows. As I had guessed, the late average was over 1% (about 1.1%). The overall average was 0.53% but this better represents the more costly late behavior. It didn't start falling behind the benchmark until around the 0.8% instantaneous false positive rate rate. That many searches leads to thrashing.
