Resolved a leak in chain::operation deserialization which only manifested in failed serializations. Further optimized stream-based serializations by internally using fast streams (i.e. unless stream explicitly provided). Also moved sieve and bloom filter implementations into the system library, and rationalized with golomb coded sets.
