I've been working through the process of getting us formally up on ARM, which means integrating the 128/256/512 bit vectorization and native sha CPU instructions, and basically doubling our platform support.
One limitation that we presently have on the vc++ builds is that there are no ARM boost NuGet packages. Otherwise I would update the two that I maintain (secp256k1 and libzmq). Another is that I don't have an ARM box. And finally our CI ARM coverage is presently limited to macOS (and we apparently not longer have macOS on Intel CI).
But this is all pretty manageable because I can at least cross-compile for now, and get the build working on vc++ ARM and macOS. And @jungly can debug on Linux builds if I can't get the optimizations working. After that they are at least in CI on macOS. Presently that runs but without any of the optimizations.
