Any reason why it is not part of the help display?

Because it's passthrough configuration. --help displays script arguments, --without-tests is a configure.ac argument and CMakeLists.txt depending on build system.

anything the script doesn't recognize gets passed to every invoked configuration (with some questions surrounding boost and other dependencies which don't conform to standard configuration). So it'll go out to, say, icu which may or may not recognize it. but standard behavior is to ignore unrecognized parameters, which is why we do it.
