I can't find any proof that it implements throttling on the SSD writes, but it certainly spits out warnings about limits exceeded. System monitor shows less than 5% memory, cpu, network, disk... almost the same as at idle. If I halt the network, the OS is responsive, when I reenable the network, there's a small bump of disk writes, the whole OS becomes very unresponsive, and still almost no resource usage. The files mapped are 200GB, and the overall RAM is 768GB. It's a 16 dual core Mac Pro with a 4TB SSD and 2.5Gbps NIC on a 2Gbps WAN. It should just be screaming into RAM and not even touching the disk until fully synced.
