Hey, what READMEs do I need to pour through before I start asking my stupid questions here? Context: I am trying to Build Libbitcoin-server on a Linux machine. For a full node implementation that can get highest chain stack, query, sign, and broadcast, do I need to build any other programs/ services? If so, what READMEs will help me there. Thank you.

So you cannot run Server, but you can run node for testing purposes
