I also bumped up the standard deviation threshold, as it doesn't seem possible to hold anywhere near enough connections to saturate bandwidth. So no need to be dropping the slow ones (stalled ones still get dropped). The default value is 1.5, and a (negative) SD limit of 2.0 rarely drops.
