Given that the interval is controlled by a one byte config value, which if changed after some amount of sync will cause a catastrophic store failure, I'm going to set that one byte as the first value in the genesis block txs entry. This will be read at startup and cause the config value to be ignored after store creation (which stores the genesis block).
