Tests complete for fee-related database queries, fee estimator class moved to server, and tests complete there as well. I'm going to implement the direct fee query in place of the present query that pulls up each whole block from the store. Turns out it's pretty straightforward and should only take an hour. Tests are already written. Performance difference will be significant. I'll initially leave both options just to measure the difference out of curiosity.
