Saved a couple MB (variably-sized records) by removing fees from the validate_bk table and converting it to an array. Given that it doesn't get populated unless fully validating or populating block filters, it wasn't consistently available anyway. Since block fees are not required by either validation or candidate block creation, and they can be queried quickly enough for service query and service fee estimator initialization, there's no reason for the cache.
