It's just under 10ms per block on average to derive fees, sizes, and initialize accumulator, so about 10 seconds to initialize 1008 blocks worth of tx fee accumulation. This will kick in when the node gets to either current or coalesced (which also kicks off a snapshot), since it's not beneficial unless at the top.
