I've changed the behavior of the service endpoints so that they no longer are suspended during backup or delayed while the node is syncing. This just splits the behavior off into an independent behavior that can be tied to the other as we see fit. For now it's independent and since the endpoints do not presently store anything to the database, is perfectly safe to run backup and other times when p2p connections are suspended.
