Note that the target window size is 1M sigs in all cases. However we do not enforce this, we just start the capture when it's crossed. Yet the signature capture is so fast that by the time we cross that one line of code into the unique lock, and the existing writers complete, we can capture well over 100M more sigs (160M peak so far). But we will never see < 1M until the chain is current.
