Raw bandwidth calculations against my dual 2.5Gbps NICs on measured 2.3Gbps delivered Internet show the theoretical limit to transfer the first 950k blocks is 22.5 mins (including 30 secs for header sync, which is purposely not peer-optimized) and I am hitting 23.5 mins. So just 60 secs below the absolute limit, if all we did was transfer the full chain as a file in a single stream.
