Signature verification is costly, deferrable, and operates over relatively small fixed width data. That makes the accumulation of it over large numbers of blocks feasible. Batching within a single block would be a loss. Identity (block/tx/witness) hashing is not deferrable, needs to happen on a per block basis. Signature hashing operates over large amounts of conditionally-traversed data, so also cannot be accumulated into a batch.
