This is the v3 tx pool, on steroids. Not a mempool (no way to get the set of unconfirmed txs without enumerating the full store). No acceptance of unconfirmed double spends (first seen policy, like the old days and v3). Pool txs are associated to their incoming blocks (and still no compact blocks), so space is preserved. Txs already validated via the pool are still revalidated when the block arrives (this can be optimized out for both full blocks and compact blocks). And of course there is no mining template generation. Also no package relay (not sure we'd ever implement that as specified).
