If you don't enable tor or i2p gossip then the network falls back to address v1 so that it doesn't get that traffic. Otherwise it will gossip these types and save them into the address file, and the network(s) that it connects to are what its allowed to gossip from these settings (and from the configured seed/self/manual settings).
