In order to further generalize the settings envelope within the store, so that it can become mutable and remain part of the snapshot, I'm moving it from a sidecar in the genesis block txs slab entry to a first class citizen, head only slab table called envelope.head. This will allow the store to carry the one-way latch into pooling, since once pooling starts it really should remain on even through a restart, but presently there's no way to save or detect that state. It's a general issue that will keep coming up, so better to resolve it.
