Address gossip with all of the address v2 complexities of including tor/i2p. All complete now in seed/outbound/manual/inbound, with the ability to enable disable/gossip of IPv4/IPv6/Tor/I2P. The only limitation is that we don't have support for incoming I2P connections. This enables completion of some of the WIP bitcoind/btcd methods around connection admin as well.
