Ci behavior for source sync has changed. When executing in repos with owner <owner> and libbitcoin dependency project <dep> and associated reference branch <branch>

If <owner>/<dep>/<branch> exists and no error occurs on action/checkout, that combination is used
Otherwise, the installation script is authoritative and will fulfill <dep> - this is defaulted to libbitcoin/<dep>/master

This allows for a maximum flexibility in developer workflow, enabling working in individual repositories using same named branches for all dependencies as well as feature branch naming relying on properly scoped work. If anyone wants to discuss this approach, changes, how it's accomplished, let me know or bring it up in the weekly.
