This is all of SP scan table entries being generated for a window during a milestone run. It's similar to validation and client filters, in that during the same phase the populated block and all prevouts are used to generate the table. All three of these will get faster with the view-based blocks (coming soon). There are CPU gaps, as in validation, as the contiguous set of blocks fills in and the downloads tail off at the end of each window.
