This is fine for v4 but will not work properly in v3:
uint32_t my_fork_rules = rule_fork::all_rules ^ rule_fork::bip16_rule;

Hi Eric, sorry I don't quite follow. What do you mean with default? I see the rule - bit assignment has changed between ver3 and master, but on both branches all_rules = 0xffffffff. I also don't see negative testnet rule on master, eg testnet_bit = 0 to activate testnet ... are these planned changes?
