This is fine for v4 but will not work properly in v3: uint32_t my_fork_rules = rule_fork::all_rules ^ rule_fork::bip16_rule; since not all Bitcoin rules are true by default. Testnet is a positive rule in v3 (changed in v4 for this reason).
