This is pretty awesome outcome from work today to finish the moving download window. Prior to this the node was downloading all blocks concurrently, as shown in the image from earlier today. This can lead to arbitrarily long delays in validation and confirmation, which have ordering requirements. If block 1 is downloaded last, that a bad day. The download window exists to resolve that problem.
