Core uses a fixed step of 1024, 10 outbound peers, and 16 block inventory. There is no management of peer deviation, or rapid connect. If a peer "stalls" for 2 seconds it is dropped and replaced. Out of curiosity I've set up a run for the closest comparison, with a step of 1024, inventory of 16, and 10 outbound peers.
