Below block 400k at least 32 threads are required to keep up with the network. The first 100k blocks are less consistent because that happens in less than 30 seconds, and peer performance is measured in a 10 second window. So in the range we are starting up network connections and finding the fast peers. Even so, more threads clearly helps, up to 32.
